Project Description
The stormwater conveyance system includes a network of pipes (mains and laterals), culverts, ditches, and outfalls. The goal of this project is to inspect the mains including verifying pipe diameter, material, and condition. Inspections will be performed using closed circuit television (CCTV) cameras inserted into the pipes.
CCTV is a common method of inspecting and assessing the condition of pipes. A remote-controlled crawler mounted camera moves along the inside of pipes to provide an image for assessment. The CCTV results will be used to evaluate the overall stormwater pipeline condition to identify and prioritize system improvement needs.
Project Location
The inspection locations include:
- Location 1 - Basin 1, 12" - 18" diameter stormwater pipe running north/south along East Mercer Way from 100th Ave SE to SE 38th St
- Location 2 - Basin 3b, 42" diameter stormwater pipe along SE 35th St in Aubrey Davis Park
- Location 3 - Basin 6, 12" - 18" diameter stormwater pipe in multiple locations including 84th Ave SE, 88th Ave SE, Mercer Island High School, and 90th Ave SE. Some of these stormwater pipes are in residential yards by easement.
- Location 4 - Basin 7, 12" - 18" diameter stormwater pipe in multiple locations including 84th Ave SE, SE 28th St, and 81st Pl SE
- Location 5 - Basin 11, 12" - 36" diameter stormwater pipe along North Mercer Way and SE 24th St
- Location 6 - Basin 14, 15" - 18" diameter stormwater pipe in multiple locations along SE 24th St, 71st Ave SE, and 72nd Ave SE
- Location 7 - Basin 19b, 12" - 18" diameter stormwater pipe in multiple locations along 69th Ave SE, West Mercer Way, and 72nd Pl SE
- Location 8 - Basin 32b, 12" - 36" diameter stormwater pipe in multiple locations along SE 72nd St, West Mercer Way, Holly Hill Dr (by easement), and 78th Ave SE
- Location 9 - Basin 45b, 12" - 18" diameter stormwater pipe along East Mercer Way and SE 57th St (by easement)

Status Updates
April 24, 2026
The City has received the 95% design package for Phase 2 of the PRV Replacement Project and is currently reviewing the plans, specifications, and cost estimate. This project will replace five pressure-reducing valve (PRV) stations that have reached the end of their useful life. PRV stations are essential to maintaining appropriate water pressure, helping prevent main breaks and extend the life of the City’s water infrastructure.
Design is anticipated to be complete by June, with construction expected from September 2026 through February 2027.
